STk 4.0 (finally) released

The 4.0 is released. It is already on kaolin and should appear soon on
sunsite mirrors.

Changes since 3.99.4:
      * Lot of Win32 fixes
      * <Scroll-Frame>, <Toolbar> STklos classes.
      * Integration of some finals SRFI (0, 2, 6, 8)
      * define-syntax (but not let-syntax and let-syntax*)
      * Lot of bug fixes.
      * New License Policy (request for commercial apps no more needed).
