install.libs

There is a problem with install.libs that probably occurs very
infrequently, but which I just encountered. If you change the
prefix from /usr/local to something of your own, that information is
supposed to be communicated down from the root Makefile to the others. It
is, but the Makefile in Tk/unix then resets "prefix" back to /usr/local.
Commenting that resetting out fixes the problem.
