There's a inofficial BLT1.8, which is a version 1.7 patched by Jeffrey
Hobbs (jhobbs_at_cs.uoregon.edu) to work with Tk4.0. As far as I can tell it
works with Tcl/Tk4.0. However, I don't know of any port of this version to
STk, and I don't know what one would have to change to do this.
Unfortunately, I've forgotten the URL of where to get the BLT1.8, and I
can't find it in the README. If you're interested, I will put it myself
on a ftp server in our department.
