Are there any input interrupt handlers?

Tk has a concept of a "file handler" which actually also handles input
on a socket. Does STk proper have such a mechanism?
Currently, I'm passing the Tk mechanism a function to apply when it
receives a message; haven't tested it yet, but I think it should work.
